DISTRICT GOVERNOR LION MARCELLA SILVA - M.J.F. 

Lion Marcella hails from a very distinguished family of three generations of lawyers She is the Grand daughter of the Late Cheveliar C.L. W. Perera of Kurunagala. She received her early education at the Holy Family Convent Kurunagala and later Holy Family Convent – Bambalapitiya 

Presently she is a Director of             United Manufacturers Exports (PVT) Ltd United

                                                        P.P. Sacks (PVT) Ltd.

                                                        Agro Sacks (PVT) Ltd,

 

Club Level- A Lion member ofthe Lions Club of Gal kiss a since – 1991

 She has served the movement as a Lion Lady from the Lionistic year of 1982­

to 1985 (In ue Mt Lavinia - 3 years) from 1985 to 1990 LIc of Gal kiss a – 5 years)

 

21 years of community Service - 8 years as a active Lion lady and 12 years as a

Lion

Director from 1993 up-to date. she has served the club in many capacities and as secretary for a a period of 5 years. she was the President of the Lions club of Galkissa in the Year 1998/99.

 

Chairperson and organizer of 4 major fund raisers for the club.

 

*      1986 - 'Help to live', at Hotel Lanka Oberoi (A Coffee Evening - Musical)

*      199I  -  Symphony in Sympathy' at Hotel Hilton (A Coffee Evening -Musical)

*      1992 - 'Symphony in Season' at Hotel Intercontinental (Christmas show)

*      1998 - 'Annesley and Indrani in Concert' at BMICH with a participation of

Over 1500 people which was telecast on Sirasa T.Y. (Musical Show)

 

Club Level High lights      (Special Projects) organized by her

*      Refugee Children 1985/86 - Programme for At Vajira Sri Lama Nivasaya.

*       Mobile Eye camps - In the year 1998/99 - as Club President that year carried

out 65 camps throughout the country Distributed 37,500 pairs of spectacles free of charge after vision testing (sponsored by her) Cataract Operations Multi service camps (Carried out 15 - that year) With an Eye camp/Health camp/Dental CamplNutritional programme! Cancer and Dengue awareness Pr/Distribution of Safe Bottle Lamps/Blood Donation camps! Diabetes Awareness Programmes - many programmes at the same project under the banner of Singha Suwa Udana Programme' Handicapped and Elders. (Entertainment Programsi Pilgrimagesi Competitions etc.)

*      Libraries - Many Libraries were set up to uplift the literacy of less fortunate children.

*      'Protection of Environment'- Educational Programmes in Schools.

*      'Nutritional Programmers' for underprivileged children.

*      Vocational Training forthe Handicapped. (Needle craft/patch work classes)

*      Education - English classes to the underprivileged/Debates/Oratorical Contests. Scholarships, White canes for the Visually Handicapped

*      Cricket match for the Visually Handicapped/Talent Contests for the Handicapped. (In Kavi/Essays/Folk Songs/Singing/Short Stories/Etc.) And Programmes at Blind Colony! Distribution of Hearing aids - sponsored by her.

 

Achievements as Club President in 1998/99 - Awards

 

*      The club was adjudged the 'Most outstanding club' under her presidency. Winning the District contest by a majority of nearly one million points.

*      The club was also adjudged the 'Best Administered Club' in the District

"Best Environmental Awareness” project 1998/99 awarded by environmental council of Sri Lanka.

   

Most Outstanding Awards for the following categories

 

'Child Care' 1998/99; 'Leadership, Management and Effective Administration' 1998/99 'Cataract operations and Eye care'; Promotion of good Service programmes through planned publicity; 'Membership development and Retention' Excellence in Community Health'; Prevention of Aids and Drugs programs; 100% Club President's Excellence award.

 

The Club received 28 such District Awards that year at the Annual District Convention at the BMICH under her presidency.

 

At Multiple Level- Two Multiple District Awards - 1998/99 Multiple Convention

 

*      Best multi Service Project in the Multiple District - Multi service project at Welipennna

*      Best Programme on 'Sight first' in the Multiple -65 Mobile Eye camps and Cataract operations

*      1992/93 - Chairperson - Sub Committee - Ground arrangements District Lion Ladies Fund Raiser - 'Shopping Spree'.

*      1992/93- Secretary - District Project 'U.N. Day Celebrations.'

*      1993/94 Chairperson of the District Lion Ladies Committee. (carried out 35 District Projects together with the Lion Ladies in the District.

*      1993/94 - Editor 'Sinha Kantha Handa' the District Lion Ladies news Bulletin 1993/94 Chairperson District Lion Ladies Fund Raiser' - "December Chimes in Symphony".

*      1993/94 Project Chairperson District Project - All Island Oratorical Contest for School children to commemorate 'U.N. Day."

*      1995/96 - District Co - coordinator "Working with the Physically and Visually Handicapped.' Carried out 74 programmes for the Handicapped that year with clubs from Colombo to Tangalle under her chairmanship organized by her.

*      1995/96 - "District Project 'Day with the Disabled' - Chairperson - sub committee Ceremonial opening (A special opening ceremony was presented)

*      1995/96 Chairman - Programme Committee - Annual District Convention Presenting the Ceremonial Convention programme. Stage Setting, Back drop and Decor.

*      1995/96 Project Chairperson District Project 'Rana Vim Upahara Ulella' at Elphiniston for over 500 Soldiers Disabled in the war. (from the ArmylNavy/ Air force and Police)

*      1995/96-Project Co-ordinator - District project organized to welcome the International President at Camilla home Mattegoda.

*      1995/96 - Project Chairperson - District project to commemorate 'White Cane Day'. At Blind School.

*      1995/96 - Project Chairperson Distri_t Project at 'Victoria Home Rajagiriya u- to Open the month for the Handicapped

*      1997/98 - Editor- "Lion of Lanka 'Magazine published at the Annual District Convention

*      1998/99 Chairperson Programme Committee - At the Annual District Convention Presenting the Ceremonial Convention Programme, Stage setting, Back Drop and Decor.

*      1998/99 Assisted the programme Committee to present the Ceremonial Programme at the 'Africa' Asia forum held in Colombo.

*      1998/99 - Presented the Christmas musical Programme at the District Lion Ladies Fund Raiser 'Rapsody in Season"

*      1995/96 - District Governor's Special Award Presented for the special programme for Handicapped (74 Projects with clubs in the District under her chairmanship organized by her.)

*      1995/96 - International President's Certificate of Appreciation for the service that year.

*      1995 - The Leo Council of District 306 A - A Special Appreciation award at the 17th District Leo Conference held on the 10th of June 1995 at Colombo Hilton for the Services to the Leo Conference.

*      1996/97 - 'Most out standing Secretary' in the District.

*      1998/99 - Adjudged the 'Lion ofthe year' that year. 1998/99

*      2000/2001- Most out standing Region Chairperson 'in Group A in the District

*      2000/2001 - International Certificate of Service in Recognition of outstanding District Leadership in furthering the program of Hearing and Speech action and work with the Deaf.

 

'Sight first Programme' Contribution from the year 1998-2003- The Journey Continues..........

Under her Organization, with her team from 1998 conducting 300 Eye camps up to now continuously, with vision testing and distributing over 200,0000 spectacles Free of Charge. to the underprivileged (all spectacles are sponsored by her personally) By this programme many thousands have benefitted in different parts of the country, Boarder villages. Cities, Remote villages and the southern parts of the country and the Vauniya District. To name a few other places - such as Kahatagasdigiliya, Welipenna, Padagoda. Matugama, Piliyandala, Kataragama. J-Ela. Kandana, Mihintale, Baddegama. Horana, Kiriwaththuauwa, Badowita, Kidelpitiya, lndegasthuduwa, Badureliyaetc........

  

'Hearing Aids' programme - About 300 Hearing Aids have been distributed to under

privileged school children under this programmes so far Sponsored by her.

 

Other Activities

       She is also a qualified talented Keyboard. Musician with many Special awards to

her credit in the tield of Music.

She also a Member of the Board of Management of “Cheshire Home”, Siripala Rd Mt Lavinia. Has attended the International Conventions in Minneapolis/Hong Kong, Brisbane, Japan & Denver

 

 

Family

She is married to PDG Abeya Silva the District Governor of the District in the Lionistic year of 1993/94 who had an outstanding year under his Governorship through his theme' An year of prosperity through Lionism.'

Only child Leo Niroshan - While he is a past District Council Secretary/Past District council Treasurer and held every conceivable district portfolio in his 15 years of Leoism, he was the Leo Council President in the year J 999/2000. He was the Leo Multiple Secretary 200 1/2002 and Advisor to the District Council board. He has been presented with the 100% District Presidents Award and adjudged the 'Leo of the year­Sri Lanka of the Multiple District. He is also currently the President of the Kollupitiya branch of Sri Lanka Jaycees.
